Confirming what I'd heard elsewhere, apparently the basketball facility will be first in line:

Re: More from AD Lee about the new facilities plan
Dr. Lee mentioned two priority issues that have impacted the timeline. First is that asbestos has been detected in the Palmer Field House that will require a very detailed and controlled razing of that building. (Takes time, permitting, and inspections.)
Second is the need for a new electric power substation to handle the new power demand of these facilities. That will go on the narrow strip of vacant land between the west side of 25th Avenue and the current indoor practice facility. Underground conduit will have to be run to all the proposed construction sites, and Nashville Electric will need to install its own feed.
Dr. Lee also talked about a staggered schedule. While she did not disclose any timelines, the south end zone will likely require two construction seasons. That was the case for Missouri, which built a similar structure also designed by our architect Populous.
During the season in which the south end zone is gone we will still need a visitors' locker room and ADA seating/restrooms. That is where the priority of the basketball operations/north end zone come in. That needs to be in place before the (likely) 2023 season in which we have no south end zone.
The other projects should be able to start once utilities are in place. Coach Lea wants the practice facility ASAP, but the construction will need to take place in the off-seasons. I have no inside information, so all this is speculation.
