While it does seem like we have a lot of staff now, roster building is a much more demanding endeavor than before as it is not uncommon to have to replace over half of the roster each season. Not only that, but the pool of players that a staff pulls from is no longer just from the HS ranks but also includes potentially all of the players in D1. Someone needs to be identifying, watching/editing videos of potential transfers for the coaches to evaluate. These videos would also be different than the highlight videos that a player or their representatives might put together. My guess is that it makes sense to not have the assistants do these things though they are the individuals who are typically there in person to observe the players and sell the program directly to the players.

Plus not only juco anymore, even D-2 players are moving up with all the changes.
