The reactions to Lea's "best program in the country" remark say more about college football culture than they do about Lea or Vanderbilt.

"Best program" was automatically interpreted as most national championships - turning into another UGA or Bama - which does seem extremely unlikely.
But this completely dismisses quality of education, team culture, preparation for life after football, and a bunch of other factors that could be considered part of "best program."
A four star recruit who goes to Bama could sit on the bench behind a bunch of five stars, then be politely told to move on, where the same player at Vanderbilt would get more playing time and more coaching/development attention - not to mention life outside of football. Obviously you can't be 1-11 and be the overall best, but you don't necessarily have to be 11-1 either.

I think about the NIL guys at the big time programs who get cars worth $125k, drive them like 18 year olds, and crash their way into a life-changing nightmare, vs a VU player who gets less money but actually learns valuable business skills in his NIL experience.
There are a lot of different kinds of "best."
