New SEC penalties for court storming/rushing the field

First offense is $100K, second is $250K, and third offense is $500K. Furthermore, Greg Sankey says he has the ability to impose additional penalties. And the kicker is, the fines will now be paid directly to the opponent who is subjected to the field/court storm.

Is there a specific number of people that constitutes a storming or rushing? If not, I’m thinking of a way to increase our AD funds after away losses.

It's not considered rushing the field once the other team leaves the field, according to the guidelines.

Who voted for this or was it a dictatorial decree by scankie (spelling intended). I can't see any school president or AD voting for this.
