Transfer Portal Question

I was under the impression that the transfer portal was a one time situation. In previous posts there has been speculation that Frank and/or Mann might transfer due to lack of potential playing time next season. Since they both transferred from Division I Schools to Vanderbilt last year, I was led to believe that they would not be allowed to transfer again without sitting out a year (unless of course they had earned their degree and were entering a graduate program.)

What am I missing?

I believe that's correct. My understanding is any player who has transferred using their covid year transfer would have to sit out a year if going elsewhere. If there's a loophole to get around sitting out a year, I'm not aware of it.
