I finally got a reply from ole VU. They claim that they do not issue refunds but will put a full credit into my account for future purchases.

Find it interesting that you are unhappy with the ticket process (at least I think that was the issue) so they solve the problem by offering a credit against future ticket purchase.

I actually got a call from VU tix office today and they offered a full refund on my card. He said if I kept it in my account as a credit he would not resell my seats so that if policy changes I can have my old seats back.
