News flash - officiating isn't balanced and just plain bad. This is always going to be the case until technology assists in getting calls more correct as they're human and thus flawed.
I officiated high school for a while, studied the rule book religiously, attended meetings/camps, watched film and it was still tough and very flawed. You can't control your partners knowledge and actions so you have to play cop and defend them no matter what and things just happen really fast as often there is no flow to the game. I want to blame these guys personally because it impacts the outcomes of games but it is what it is. That is human beings doing the best they can which often isn't good enough.

If uut was on the raw deal end of a thousand zebra initiated screw jobs, they would still be on the net plus side. Add UK hoops to that. There are certain programs without a leg to stand on about officiating.
