Because philandering is not against the law like sexual harassment or sexual assault is. The two items are actually mutually exclusive. As noted Meyer didn't actually break any law. Plus, JAGs are desperate for some continuity that they pray will win...thus, while Shad Khan was "very, very angry" at Urban, Urban only gets a very strongly worded letter, and at least another shot.
