Following are the most ignorant guesses (mine) for %s:

A's >10% Vegas is WAY too good of a fit

TB 20% (no reason either way)

Expansion: Nashville & Portland seem to be in at least as good a position than other candidates.

Caveat: Unless there is/are undisclosed billionaire, (according to Butch Spyridon) [XXXXmulti-multi-millionaire(s)XXXX] waiting in the wings, there is just not nearly the funding there... yet.

Why in God's Holy name would ANY enterprise want to go to Portland in today's state of that city?
