They should have some similar clock to keep hitters from stalling. Rocker's going to face a lot of questionable tactics next year because he works so fast when in a rhythm.

Is the pitcher awarded a strike when the batter keeps stepping out? Should.

If a batter steps out with less than 5 seconds on the pitch clock, a strike will be assessed.

The SEC already implements most of this rule. The big difference is that all pitches will have a pitch count, even with runners on base. In the SEC, the clock is off with runners on base. It will be interesting to see if this results in more steals, though the pitcher can throw to a base to reset the clock.
