Even though it may help the rich (‘Bama football, U.K. basketball, e.g.), it makes sense.

Ruling on waivers wasted time and other resources and the results still were arbitrary. If the school/team is a bad fit for the player he should be allowed to move on without penalty.

Now, let’s see how many apply for waiver when they want to make a second transfer....

I think the NCAA rule should be modified so that it says, similar to the old Roach Motel commercial (or the Hotel California song): "You can transfer in to Vandy, but you can't transfer out".

Remember, it's ONE-TIME with no waiting period. And this year is the first time the rule is in effect, so it's not unexpected that many will take advantage of the rule ... this year.

What I haven't heard is if the NCAA will continue to allow subsequent transfers with a chance to have the sit-out-year waived. Possible exception the graduate transfers. Even then, how about a grad transfer after FOUR years in school. As it is, players get fast-tracked through college by taking summer school courses and easy online courses to stay eligible ... but then they graduate and leave after three years with no impunity.

If those loopholes are closed, you won't see players transferring a second or third time very often. Just this year.
